A Meter Operator Agreement (MOP) is the contract that covers the installation, operation and management of electricity meters that take readings every 30 minutes (Half-Hourly or HH). Businesses with HH electricity supplies, including sites with a maximum demand of over 100kW, must have an appropriate MOP in place under industry metering and settlement arrangements.
How does it work?
Customers are usually charged separately by an appointed HH meter operator outlined in the agreed contract. If an agreement is not in place, your supplier will appoint their preferred MOP and the additional charges could be passed onto the customer, resulting in a more expensive bill. Additionally, once you sign an MOP agreement, you’re usually tied in for the full term, so it’s important to choose the right contract length.
MOPs are then supported by Data Collection (DC) and Data Aggregation (DA).
DC and DA are key services for businesses with HH meters. The Half Hourly Data Collector (DA) retrieves and validates metered consumption data, while the HH Data Aggregator (DA) combines the validated half-hourly data so it can be used in supplier billing and industry settlement processes.
Elexon BSCP502 covers half-hourly data collection and Elexon BSCP503 covers half-hourly data aggregation.
Many MOPS have integrated DCDA available but also have the freedom and flexibility to not include DCDA. Additionally, the customer has the freedom to appoint their own DCDA independently or let their supplier choose their preferred option.
DCDA supports high-quality HH data, helping improve billing accuracy, invoice validation and access to consumption information. It can also support energy-efficiency reporting and environmental compliance activity, such as ESOS, by giving businesses better visibility of when and how electricity is being used.
