ESOS Phase 4 – July 2026 Regulatory Update

What's changed?

Recent announcements from the UK Government have provided additional clarity on what organisations can expect from the next phase of the scheme.

The Government has confirmed that a number of proposals consulted on for ESOS Phase 4 will not be introduced at this stage, including:

  • Proposals to expand ESOS beyond energy efficiency to include wider net zero considerations;
  • Proposed changes to qualification thresholds to better align with Streamlined Energy and Carbon Reporting (SECR).

Instead, the Government has decided that the proposed net zero-related requirements will be postponed until ESOS Phase 5.

And what hasn't?

The fundamental purpose of ESOS Phase 4 remains exactly the same:

To help qualifying organisations identify opportunities to reduce energy consumption and improve energy efficiency.

In many ways, this is good news for organisations preparing for ESOS Phase 4. The requirements are now clearer, allowing businesses to focus on what ESOS has always done best:

  • Identifying energy saving opportunities;
  • Reducing operating costs;
  • Improving energy performance;
  • Creating practical plans for implementation.

So, while some net zero requirements have been deferred, the commercial benefits of early ESOS Phase 4 preparation remain as strong as ever.

Every month that avoidable energy waste remains unmanaged is another month of unnecessary expenditure.

Organisations that start early have more time to:

  • Identify no-cost and low-cost opportunities;
  • Build a pipeline of larger efficiency projects;
  • Develop stronger business cases for investment;
  • Implement savings before compliance deadlines arrive.

Carbon and cost are still two sides of the same coin

Although net zero measures are no longer being introduced as part of ESOS Phase 4, the reality for most organisations is unchanged.

Reducing energy consumption typically delivers:

✅ Lower energy costs

✅ Lower carbon emissions

✅ Reduced exposure to future energy price volatility

✅ Improved sustainability performance

The most successful organisations are therefore continuing to use ESOS Phase 4 as more than a compliance exercise. They’re using it as a tool to improve operational efficiency and support wider environmental objectives.

What good looks like now

Following the latest UK Government update, the organisations that will gain the most value from ESOS Phase 4 are likely to be those that:

  • Begin preparations early;
  • Focus on implementation rather than simply producing a report;
  • Align ESOS Phase 4 with broader energy and sustainability objectives;
  • Use recommendations to drive measurable cost savings.

In short, the smartest approach to ESOS Phase 4 remains exactly the same – start early, identify opportunities, Implement, and turn compliance into business value.
